Ülevaade Tallinna ja seda ümbritsevate valdade elamute turuolukorrast. 2023 01- 05

Müügitehingute andmed pärinevad Maa-ameti kinnisvarastatistikast, pakkumise info kinnisvaraportaalist kv.ee.

Tallinnas ja Tallinnat ümbritsevates valdades (Viimsi, Jõelähtme, Rae, Kiili, Saku, Saue, Harku) asuvate elamutega tehtud müügitehingute arv on kukkunud järsult. Kui 2021 aasta keskmisena tehti kvartalis ~200 müügitehingut, siis 2022 esimese kolme kvartali keskmine tehtud tehingute arv langes ~130-ni, 2022 aasta viimases kvartalis ~100-ni ja käesoleva aasta esimeses kvartalis juba ~80-ni.
Seega oli 2021 aasta teise kvartali 236-st tehingust kahe aastaga järgi jäänud vaid kolmandik. Eelmise aasta sügisel alanud tehingute arvu languse põhjusteks olid järsult kasvanud intressimäärad ja energiahinnad, mis põhjustasid potentsiaalsete ostjate ebakindluse ja ostuotsuste edasilükkamise. Käesoleva aasta kevadel on näha, et energiahinnad on oma tippudest oluliselt langenud ja kerkinud intressitasemega hakkavad inimesed samuti leppima, see on kaasa toonud ostuhuvi vaikse taastumise. 2023 aasta teise kvartali kahe esimese kuuga tehtud tehingute arv on juba suurem kui see oli esimeses kvartalis: 91.

Müügipakkumiste arv (aktiivsete müügikuulutuste arv portaalis kv.ee kvartali esimesel päeval), mis oli 2021 aasta algusest kuni 2022 aasta esimese kvartalini ~1100 ümber, hakkas seejärel kiiresti kasvama ja jõudis 2022 aasta viimases kvartalis ~1650-ni. Käesoleva aasta alguses oli pakkumiste arv ca 1100, mis on tingituna pikematest pühadest tavapärane. Teises kvartalis pakkumiste arv suurenes ca 1320-ni.
Pakkumiste arvu tõusul näeme kahte põhjust – esiteks alustasid paljud eramajade arendajad, kes nägid 2021 aasta suurt nõudlust ja hinnatõusu, ette senisest suuremas mahus uusi objekte. Samuti alustati mitmete suuremamahuliste eramute arendusprojektidega; teiseks on rohkem tulnud objekte müüki suurenenud laenu- ja kommunaalkulude tõttu.

Elamutega, mille müügihinnaks oli 500 000 EUR või rohkem, tehti käesoleva aasta esimese nelja kuuga Harjumaal kokku 23 müügitehingut. Kalleim müüdud elamu maksis 800 000 EUR, see asus Viimsi vallas ja oli ~250 m2 üldpinnaga. Üle 700 000 EUR-ga müüdi veel ~255 m2 suurune elamu Pirita linnaosas (760 000 EUR) ja ~250 m2 suurune elamu Saue vallas Veskimöldre2 elamurajoonis (730 000 EUR).

Müügipakkumisi Harjumaa majadele hinnaga üle 500 000 EUR on portaalis kv.ee ligi 300 (nende seas on ka mõned vanalinna majad, kortermajad, mõisad ja äriotstarbelised hooned), sealhulgas peaaegu 70 objekti, mille hinnaks küsitakse üle 1 mln EUR.
Kalleimad müügiks pakutavad ühepereelamud on kaks objekti, mõlemad hinnaga 2,2 mln EUR: ~475 m2 elamu Pirita linnaosas ja ~390 m2 suurune elamu Nõmmel.

Prognoos.
Näeme turuaktiivsuse vaikset tõusu ja heal juhul jõuame järgnevatel kvartalitel 2022.a. olnud ca 130 tehingu lähedale kvartalis.
Elamute ostuhuvilised pööravad valikut tehes järjest suuremat tähelepanu ökonoomsusele. Seepärast on paremas seisus uute objektide müüjad, kes on panustanud kaasaegsetesse kütte- ja ventilatsioonilahendustesse ning näiteks paigaldanud hoonele lisaks päikesepaneelid.
Võib ette näha, et vanemate majade hinnad pigem langevad. Vanemate majade hulka ei arva me mitte ainult eelmisel sajandil valminud objekte – ka juba 10 aasta vanuste majade tehnilised lahendused võivad vajada tänapäevastamist ja objekt ise värskendamist. Seega ei ole kuidagi põhjendatud vanematel majadel ja ridamajakorteritel sellised pakkumishinnad, mis on sageli võrdsed või suuremadki kui viimase paari aasta jooksul valminud objektidel.

Arvestades suurt pakkumiste hulka võrreldes reaalselt tehtavate tehingute arvuga on selge, et müügiperioodid on oluliselt pikenenud. Ostuhuvilistel on lai valik ja tõenäoliselt see suureneb veelgi. Tehinguteni jõuavad eelkõige objektid, mis on heas korras, ökonoomsed kuid eelkõige õigesti hinnastatud.

Private House Market Overview: Tallinn and its Surrounding Municipalities. The Beginning of 2023

The sale transaction information is derived from the property statistics published by the Land Board, and information on sale ads from the kv.ee property portal.

The number of house sale transactions conducted in Tallinn and its surrounding municipalities (Viimsi, Jõelähtme, Rae, Kiili, Saku, Saue, and Harku) has fallen drastically. The average number of sale transactions per quarter was approximately 200 in 2021; in the first three quarters of 2022, the number decreased to an average of approximately 130, in the last quarter of the same year to 100, and in the first quarter of this year to as low as about 80.
Within two years the 236 transactions conducted in the second quarter of 2021 shrunk to only a third of it. The number of transactions started to fall in the autumn last year due to rapidly increasing interest rates and energy prices which caused potential buyers to become hesitant and to postpone their purchasing decisions. By this year’s spring energy prices have come significantly down from their peaks and people are also beginning to come to terms with higher interest rates. This has resulted in a gradual recovery of buying interest. The number of transactions conducted during the first two months of the second quarter of 2023 is already higher than it was in the first quarter: 91.

The number of sales offers (active sale ads on the kv.ee portal on the first date of the quarter) – which hovered around approximately 1,100 from the beginning of 2021 to the first quarter of 2022 – started thereafter to vigorously grow and reached 1,650 in the last quarter of 2022. This year began with the offer number being about 1,100 which is normal considering the holiday season. In the second quarter the number increased to around 1,320.
There are two reasons for this: firstly, many developers of private residences, having seen the high demand and price hike in 2021, took on a greater volume of new sites. Furthermore, several large-volume residential developments were put in action. Secondly, more properties are put on sale due to increased loan and utility costs.

The number of private residence sale transactions and that of sale ads in Tallinn and its surrounding municipalities

Within the first four months of this year, a total of 23 residences priced at EUR 500,000 or more were sold in Harju County. The most expensive house cost EUR 800,000. It is located in Viimsi Municipality and has a total area of approximately 250 m2. Two more houses sold for more than EUR 700,000: one of around 255 m2 in Pirita (EUR 760,000) and one of around 250 m2 in the Veskimöldre2 residential area in Saue Municipality (EUR 730,000).

There are nearly 300 private residences in Harju County offered for sale at more than EUR 500,000 on the kv.ee portal (including some houses in the Old Town, some apartment blocks, manors, and houses for a commercial purpose) of which almost 70 are priced at over EUR 1 million.
The most expensive private residences are both priced at EUR 2.2 million: one of approximately 475 m2 in Pirita and one of approximately 390 m2 in Nõmme.

We are witnessing a gradual rise in the market activity, and if all goes well, the number of transactions could, within the next quarters, come close to the level of approximately 130 transactions per quarter seen in 2022.
Buyers interested in private residences are increasingly mindful of economic efficiency when making their choices. Those selling new objects with contemporary heating and ventilation solutions and who have installed, for instance, solar panels are therefore in a better position.
The prices of older houses are probably on a downward path. Older houses are not considered to include solely those built in the previous century. The technical solutions of as new as only 10 years old houses may require updating and the house itself some renovations. The prices at which older houses and terraced apartments are offered – often at a price equal to or even higher than that of an object built within the last couple of years – are therefore not reasonable by any means.

Considering the high volume of offers compared to the number of actual transactions conducted, it is clear that sale periods have become significantly longer. The selection is extensive for buyers and will in all likelihood grow even more. Transactions will be closed, first and foremost, with those objects that have been kept in good condition, are economical and priced correctly.

Tallinna korterite turuülevaade - 2023 aasta esimesed viis kuud.

Müügitehingute andmed pärinevad Maa-ameti kinnisvarastatistikast, pakkumise info kinnisvaraportaalist kv.ee.

Tallinna korteritega tehtud müügitehingute arv oli jaanuaris 457, mis on ülivõimsalt viimaste aastate madalaim näitaja. Veebruaris tõusis müügitehingute arv 617-ni ja märtsis veel üle 200 võrra – 827-ni. Aprillis toimus väike tagasilangus, kui tehti 702 müügitehingut, kuid mais tõusis tehingute arv järsult 947-ni.

Seega on 2023 aasta esimese viie kuu keskmiseks tehingute arvuks 710, võrdluseks 2022 aasta keskmiseks oli 805 ja 2021 aastal 907 müügitehingut kuus.

Tehingute arvu kõikumist mõjutab üsna palju arendusprojektides valminud korterelamutes müükide vormistamine. Peale maja valmimist toimub tavaliselt kuu-kahe jooksul selles asuvate korterite müügitehingute lõplik vormistamine (asjaõiguslepingute sõlmimine). Tegelikult on enamus nendest tehingutest kokkulepitud aasta kuni kaks varem, seega ka nende tehingute hinnatase ei peegelda turu hetkeseisu. Tõusval turul on selliste vormistamiste hinnatase samal ajal müüdavate sarnaste korterite omast madalam, langeval turul aga kõrgem.

Uute korterite vormistamiste arv on aasta esimestel kuudel olnud ~110-st kuni ~320-ni kuus, osakaal kuu müügitehingute koguarvust on vahemikus 24…34%.

Korteriomandite keskmine m2 müügihind jõudis eelmise aasta detsembris esimest korda üle 3000 EUR/m2 – täpsemalt 3178 EUR/m2-ni. Käesoleva aasta jaanuaris see natuke langes ja oli 2762 EUR/m2, veebruaris jõudis eelmise aasta lõpu tasemele – 2965 EUR/m2, jäi sellele tasemele püsima veel kaheks kuuks (märtsis 2927 ja aprillis 2976 EUR/m2) ning mais toimus järsem hüpe kui keskmine hind jõudis 3206 EUR/m2-ni.

Hinnakasv on, nagu eelnevalt kirjeldatud, põhjustatud eelkõige juba varem kokkulepitud uute korterite müükide osakaalust kogu tehingute arvus. Eelmise aasta lõpust alates on vormistatud, märgatavas mahus, mitmes kallima hinnataseme arendusprojektis (Kalaranna tn, Vesilennuki tn, Uus-Volta tn) valminud korterite müüke. Lisaks oli maikuus kogu uute korterite müükide vormistamise osakaal viimaste kuude kõrgeim.

Kvartaalses arvestuses tehti käesoleva aasta esimeses kvartalis Tallinnas kokku 1899 korteri müügitehingut. Jättes kõrvale 2020.a. teise kvartali, mida mõjutasid koroonapiirangud, oli viimati tehingute arv kahest tuhandest allpool 2015 aasta esimeses kvartalis (1931).

500 000 EUR ja suurema müügihinnaga korteritega tehti aasta esimese viie kuuga 92 tehingut, neist 63 tehingut olid arendusprojektides asuvate korterite müükide vormistamised ja 29 tehingud järelturul.

Rohkem kui 1 mln EUR müügihinnaga tehinguid oli seitse, neist kuus olid uute korterite vormistamised. Järelturu tehingutest kalleim oli hinnaga 1,05 mln EUR.

Tuleb mainida, et kõik kallimad järelturul müüdud korterid asusid samuti uutes või viimase paari aasta jooksul valminud majades.

Müügipakkumises on üle 500 000 EUR hinnaga kortereid ligi 220 tk, neist üle 1 mln EUR pakkumishinnaga 15. Kalleimaks müügis olevaks korteriks on Kadrioru piirkonna uuemas majas asuv ~235 m2 suurune korter pakkumis hinnaga 2,2 mln EUR.

Prognoosime, et korteritehingute arv suvekuudel jääb aasta alguse keskmise taseme lähedale, suurusjärku ~700…750 tehingut kuus. Sügisel võiks oodata järelturu tehinguaktiivsuses väikest kasvu, samas kogu tehingute arvu mõjutab samuti ehituses olevate korterite valmimine ja nende müükide vormistamine.

Uute korterite müügiperioodid kindlasti pikenevad, müügihindades me olulist muutust s.t. langust ei prognoosi. Näha võib järjest erinevaid eelkõige turunduslikke sooduspakkumisi, kus valdavalt pakutakse korteri ostjale tasuta lisasid (sisustust, panipaika, parkimiskohta jne).

Kuna viimase aasta jooksul on uusi ehitusi alustatud varasemast vähem ja uute korterite müügitempo on aeglustunud, siis hakkab see mõjutama tehingute üldarvu.

Vanemates majades olevate korterite müügihindadele on surve suur ja siin oodata juba toimunud müügihinna languse jätkumist ka edasistel kuudel.

Mõlema eeltoodud teguri mõjul on, peale valminud ja lähikuudel valmivate korterite vormistamise lõppu, oodata m2 keskmise müügihinna langust.

Kokkuvõtteks on tegu ostjate turuga ja pakkumisi on palju, seega pikenevad müügiajad ning tehinguni jõuavad eelkõige õigesti hinnastatud objektid. Emotsiooniostude ja kiiresti tehtud otsuste aeg on (praeguseks) läbi.
