Prognoos.
Näeme turuaktiivsuse vaikset tõusu ja heal juhul jõuame järgnevatel kvartalitel 2022.a. olnud ca 130 tehingu lähedale kvartalis.

The sale transaction information is derived from the property statistics published by the Land Board, and information on sale ads from the kv.ee property portal.
The number of house sale transactions conducted in Tallinn and its surrounding municipalities (Viimsi, Jõelähtme, Rae, Kiili, Saku, Saue, and Harku) has fallen drastically. The average number of sale transactions per quarter was approximately 200 in 2021; in the first three quarters of 2022, the number decreased to an average of approximately 130, in the last quarter of the same year to 100, and in the first quarter of this year to as low as about 80.
Within two years the 236 transactions conducted in the second quarter of 2021 shrunk to only a third of it. The number of transactions started to fall in the autumn last year due to rapidly increasing interest rates and energy prices which caused potential buyers to become hesitant and to postpone their purchasing decisions. By this year’s spring energy prices have come significantly down from their peaks and people are also beginning to come to terms with higher interest rates. This has resulted in a gradual recovery of buying interest. The number of transactions conducted during the first two months of the second quarter of 2023 is already higher than it was in the first quarter: 91.
The number of sales offers (active sale ads on the kv.ee portal on the first date of the quarter) – which hovered around approximately 1,100 from the beginning of 2021 to the first quarter of 2022 – started thereafter to vigorously grow and reached 1,650 in the last quarter of 2022. This year began with the offer number being about 1,100 which is normal considering the holiday season. In the second quarter the number increased to around 1,320.
There are two reasons for this: firstly, many developers of private residences, having seen the high demand and price hike in 2021, took on a greater volume of new sites. Furthermore, several large-volume residential developments were put in action. Secondly, more properties are put on sale due to increased loan and utility costs.
Within the first four months of this year, a total of 23 residences priced at EUR 500,000 or more were sold in Harju County. The most expensive house cost EUR 800,000. It is located in Viimsi Municipality and has a total area of approximately 250 m2. Two more houses sold for more than EUR 700,000: one of around 255 m2 in Pirita (EUR 760,000) and one of around 250 m2 in the Veskimöldre2 residential area in Saue Municipality (EUR 730,000).
There are nearly 300 private residences in Harju County offered for sale at more than EUR 500,000 on the kv.ee portal (including some houses in the Old Town, some apartment blocks, manors, and houses for a commercial purpose) of which almost 70 are priced at over EUR 1 million.
The most expensive private residences are both priced at EUR 2.2 million: one of approximately 475 m2 in Pirita and one of approximately 390 m2 in Nõmme.
Prognosis
We are witnessing a gradual rise in the market activity, and if all goes well, the number of transactions could, within the next quarters, come close to the level of approximately 130 transactions per quarter seen in 2022.
Buyers interested in private residences are increasingly mindful of economic efficiency when making their choices. Those selling new objects with contemporary heating and ventilation solutions and who have installed, for instance, solar panels are therefore in a better position.
The prices of older houses are probably on a downward path. Older houses are not considered to include solely those built in the previous century. The technical solutions of as new as only 10 years old houses may require updating and the house itself some renovations. The prices at which older houses and terraced apartments are offered – often at a price equal to or even higher than that of an object built within the last couple of years – are therefore not reasonable by any means.
Considering the high volume of offers compared to the number of actual transactions conducted, it is clear that sale periods have become significantly longer. The selection is extensive for buyers and will in all likelihood grow even more. Transactions will be closed, first and foremost, with those objects that have been kept in good condition, are economical and priced correctly.

Uute korterite vormistamiste arv on aasta esimestel kuudel olnud ~110-st kuni ~320-ni kuus, osakaal kuu müügitehingute koguarvust on vahemikus 24…34%.
Eelmise aasta lõpust alates on vormistatud, märgatavas mahus, mitmes kallima hinnataseme arendusprojektis (Kalaranna tn, Vesilennuki tn, Uus-Volta tn) valminud korterite müüke. Lisaks oli maikuus kogu uute korterite müükide vormistamise osakaal viimaste kuude kõrgeim.
Kvartaalses arvestuses tehti käesoleva aasta esimeses kvartalis Tallinnas kokku 1899 korteri müügitehingut. Jättes kõrvale 2020.a. teise kvartali, mida mõjutasid koroonapiirangud, oli viimati tehingute arv kahest tuhandest allpool 2015 aasta esimeses kvartalis (1931).
Müügipakkumises on üle 500 000 EUR hinnaga kortereid ligi 220 tk, neist üle 1 mln EUR pakkumishinnaga 15. Kalleimaks müügis olevaks korteriks on Kadrioru piirkonna uuemas majas asuv ~235 m2 suurune korter pakkumis hinnaga 2,2 mln EUR.
Prognoosime, et korteritehingute arv suvekuudel jääb aasta alguse keskmise taseme lähedale, suurusjärku ~700…750 tehingut kuus. Sügisel võiks oodata järelturu tehinguaktiivsuses väikest kasvu, samas kogu tehingute arvu mõjutab samuti ehituses olevate korterite valmimine ja nende müükide vormistamine.
Uute korterite müügiperioodid kindlasti pikenevad, müügihindades me olulist muutust s.t. langust ei prognoosi. Näha võib järjest erinevaid eelkõige turunduslikke sooduspakkumisi, kus valdavalt pakutakse korteri ostjale tasuta lisasid (sisustust, panipaika, parkimiskohta jne).
Kuna viimase aasta jooksul on uusi ehitusi alustatud varasemast vähem ja uute korterite müügitempo on aeglustunud, siis hakkab see mõjutama tehingute üldarvu.
Vanemates majades olevate korterite müügihindadele on surve suur ja siin oodata juba toimunud müügihinna languse jätkumist ka edasistel kuudel.
Mõlema eeltoodud teguri mõjul on, peale valminud ja lähikuudel valmivate korterite vormistamise lõppu, oodata m2 keskmise müügihinna langust.
Kokkuvõtteks on tegu ostjate turuga ja pakkumisi on palju, seega pikenevad müügiajad ning tehinguni jõuavad eelkõige õigesti hinnastatud objektid. Emotsiooniostude ja kiiresti tehtud otsuste aeg on (praeguseks) läbi.

The sale transaction information is derived from the property statistics published by the Land Board, and information on sale ads from the kv.ee property portal.
In January, 457 apartments were sold in Tallinn, which is a record low number in the recent years. In February, the number of sale transactions rose to 617 and in March by more than 200 to 827. In April, there was a small downturn with 702 sale transactions conducted; however, in May, the number of transactions increased sharply to 947.
The average number of transactions in the first five months of 2023 was thus 710 per month compared to 805 in 2022 and 907 in 2021.
The fluctuation in the number of transactions is quite significantly affected by the formal arrangement of sales in newly developed apartment blocks. The finalisation of sale transactions (transfer of ownership) of apartments in a newly finished apartment block usually takes place within one to two months after the completion of the block. Most of those transactions have actually been agreed on a year or two earlier which is why the price level of those apartments does not reflect the current state of the market. When the market is on the rise, the finalisation of such transactions takes place at a price level lower than that of similar apartments on sale at the time; when the market has turned down, the situation is opposite.
The first months of this year saw approximately 110 to 320 finalisations of sale transactions of new apartments per month with their share being 24–34% of the total number of sale transactions.
In December last year for the first time, the average sale price of apartments per square metre exceeded EUR 3,000 – the exact number being EUR 3,178 per square metre. In January this year it came down a little and was EUR 2,762 per square metre; in February it reached the level seen at the end of last year – EUR 2,965 per square metre. It stayed at that level for another two months (in March EUR 2,927 and April EUR 2,976 per square metre) and hiked up in May when the average price per square metre rose to EUR 3,206.
As described above, the price mainly increased due to the share of previously agreed sales of new apartments in the total number of transactions. Since the end of last year, a significant portion of apartment sales finalised concern the apartments in developments of higher price range (such as those in Kalaranna, Vesilennuki and Uus-Volta streets). Furthermore, the share of finalisation of sales of new apartments in May was the highest in recent months.
In quarterly terms, 1,899 apartment sale transactions were conducted in Tallinn in the first quarter of this year. Disregarding the second quarter of 2020 which was highly affected by the lockdown measures due to COVID-19, the last time the number of transactions fell below 2,000 was the first quarter of 2015 (1,931).
Within the first five months of the year, 92 apartments were sold at a sale price of EUR 500,000 or higher; 63 of those transactions consisted in the finalisation of apartments sold in new developments, and 29 were conducted on the secondary market.
Seven transactions were conducted at a sale price of EUR 1 million or more, six of those pertained to the finalisation new apartments. The most expensive transaction on the secondary market was conducted at the price of EUR 1.05 million.
It should be noted that all the apartments of higher price range sold on the secondary market were also located in newly built apartment blocks or those completed only a couple of years back.
There are currently nearly 220 apartments for sale at a price of more than EUR 500,000, of which 15 exceed the price of EUR 1 million. The most expensive of them is an apartment of approximately 235 m2 in a recently built apartment block in Kadriorg, which is offered for sale at EUR 2.2 million.
We prognose the number of apartment transactions during the summer months to remain close to the average level seen at the beginning of the year: around 700–750 per month. In the autumn, the transaction activity on the secondary market should slightly increase; however, the total number of transactions will also be affected by the completion of apartments currently under construction, and the finalisation of their sale.
The sale periods of new apartments will certainly be longer, but we do not predict any significant change (reduction) in the sale prices. A row of various, mainly marketing campaigns will be seen, which mainly offer free additions (such as furnishings, storage rooms, parking spaces, etc.) to those buying apartments.
Since during the last year, fewer new developments have been taken on than before and the sale pace of new apartments has slowed, the total number of transactions will be affected by these factors, as well.
The sale prices of units in older apartment blocks are under severe pressure and they are expected to go further down in the coming months.
Both of the above aspects will probably cause a fall in the average sale price per square metre after the sales of new apartments already finished and to be finished within the near future are finalised.
All in all, it is the buyers’ market at the moment and there are a great many offers. Sale periods are therefore extended and transactions will be closed mainly on justly priced objects. The time of emotional buying and fast decisions is over (for now).

- Korteritehingute keskmine m2 hind on taas jõudnud ~3200 EUR tasemeni
- Korterite ja elamute müügipakkumiste arv on kõrge
Tallinna korteritega tehtud tehingute arv, mis aasta keskmisena oli 2021.a. üle 900 ja 2022.a. üle 800 tehingu kuus, langes jaanuaris 457-ni. Seejärel on tehingute arv vaikselt kasvanud, mais tehti ligi 950 tehingut, juunis üle 810.
Kevad-suvise suurema tehingute arvu taga on paljuski arendusprojektides valminud korterelamutes, juba varem broneeritud korterite, müükide vormistamine. 2023.a. esimese poolaasta keskmiseks tehingute arvuks on ~725 tehingut kuus.
Korterite müügitehingute keskmine m2 müügihind oli 2022.a. maist kuni novembrini tasemel ~2900…3000 EUR, detsembris tegi hüppe ~3180 EUR-ni. Jaanuaris 2023.a. langes keskmine m2 hind ~2760 EUR-le, järgnevatel kuudel taastus üle 2900 EUR tasemel ja on mais ning juunis olnud ~3200 EUR juures. Keskmise müügihinna suuremaid mõjutajaid on, juba eelnevalt mainitud, uute korterite müükide vormistamine. Mais ja juunis moodustas uute korterite müükide osakaal kogu tehingute arvust ligikaudu kolmandiku, aasta esimestel kuudel oli see keskmiselt veerand.
Tallinna korterite müügipakkumiste arv (kuulutuste arv kv.ee portaalis) kasvas alates 2022 aasta kevadest kuni sügiseni ca 40%. Viimased kolm kvartalit on müügipakkumiste arv suhteliselt stabiilne jäädes vahemikku ~4600…5000, mida on 7…8 korda rohkem kui samas kuus tehakse müügitehinguid.
Elamute müügitehingute juures toome välja kvartalis tehtud tehingute arvud. Tallinna ja seda ümbritsevate valdade (Harku, Saue, Saku, Kiili, Rae, Jõelähtme ja Viimsi vallad) elamutega tehtud müügitehingute arvu muutused sarnanevad Tallinna korteriturul toimunuga.
2022 aasta esimese kolme kvartali keskmine tehingute arv oli 137 (Tallinnas 53,valdades 84), neljandas kvartalis langes tehingute arv 101-le (Tallinn 44, vallad 57).
Käesoleva aasta esimeses kvartalis kukkus tehingute arv veelgi, jõudes 82-ni (Tallinn 35, vallad 47). Teises kvartalis toimus mõningane taastumine ja tehingute arv jõudis 2022 aasta esimese poole keskmiseni. Teises kvartalis tehti kokku 137 elamute müügitehingut neist 48 Tallinnas ja 89 valdades.
Elamute müügipakkumiste arv kv.ee portaalis hakkas, sarnaselt korteritele, kasvama 2022 aasta kevadsuvel ja jõudis tippu neljandas kvartalis, seejärel on müügipakkumiste arv mõnevõrra vähenenud.
